The man has been named by the United States Capitol Police as 29-year-old Richard A. York III with an address in Delaware. The statement identifying York said: 'It is still not clear why he chose to drive to the Capitol Complex.' Capitol Police Chief Tom Manger told the media in a press conference that officers who approached York following the crash did not hear him say anything. Capitol Police said that York crashed into the barricade and that as he was getting out of the car, the vehicle became engulfed in flames. Both the House and Senate are in recess and very few staff members work in the Capitol complex at that hour.
