Offer DescriptionDoctor Mário Lino Barata Raposo, Professor and Rector of the University of Beira Interior, makes it known that, for a period of thirty working days counted from the immediate working day to the one in which this notice is published in the Diário da República, there is open documentary competition, of international scope, for recruitment, in the modality of employment contract in public functions indefinitely, to fill one post of assistant professor in the subject area in the area of Letters (Spanish Studies - Linguistics and Language Teaching), of the map of teaching staff of the University of Beira Interior, with the remuneration established in accordance with the applicable legislation.
This call for tenders, opened by Order of the Rector No. 2022/RT/105, of 12/10, and by Order of the Vice-Rector No. 2023/RT/14, of 6/2, after issuing a declaration referred to in Article 24(5) of Law No. 80/2013 of November 28, shall be governed in accordance with Article 37 to 51 and 62a of the Statute of the University Teaching Career, approved by Decree-Law No. 448/79 of November 13, with the wording given by Decree-Law No. 205/2009 of August 31, and amended by Law No. 8/2010 of May 13, hereinafter designated by The ECDU, and by the other applicable legislation and regulatory standards, namely by the Regulation of Academic Career Competitions and Employment of the University of Beira Interior, hereinafter referred to as Regulation, republished in the Diário da República , 2nd series, no. 79, of April 23, 2021.
In addition to the publication in the 2nd series of Diário da República , this notice is also advertised on the Public Employment Exchange (BEP), on the website of the Foundation for Science and Technology, I.P., in Portuguese and English, and on the website of the University of Beira Interior, in English and Portuguese.
The contest runs out with the filling of the jobs placed in the contest and in the same will be observed the following provisions.
1. Place of the performance of functions:
1.1. Professors to admit to performing their duties at the University of Beira Interior.
1.2. The functions to be performed in the disciplinary area in which the competition is opened have the basis that the investigation to be carried out will take place integrated in one of the units/poles, with financial autonomy, based at the University of Beira Interior or in Associated Laboratories to which it is a participant.
2. Requirements for admission to the competition:
2.1. In addition to the requirements referred to in all paragraph 3, it is a requirement for admission to the competition, in accordance with Articles 37, 38 and 41a of the ECDU and Article 12 of the Regulation, to be the interested party holding the degree of Doctor of Letters (Spanish Studies).
2.1.1. If the doctor's degree has been conferred by a foreign higher education institution, it is mandatory to recognize it in Portugal, in accordance with the applicable legislation.
2.1.1.1. This formality (recognition of degree and academic title obtained abroad) must be completed by the date of the deadline for application.
3. Formalization of applications (deadline, location, form and instruction):
3.1. Deadline and place of submission of applications:
3.1.1. Applications must be submitted by 17:30 on the 30th business day counted from the date of publication of this Notice in the 2nd Series of the Diário da República , electronically in pdf (Portable Document Format), through the platform available for this purpose on the website of the University of Beira Interior, in https:// www. academicos.ubi.pt/Pagina/recrutamento, or in paper at the Rectory of the University of Beira Interior (Third Cycle Sector, Competitions of Teachers and Academic Acts), Convent of Santo António, 6201-001 Covilhã, in person, in the hours of public service, 2nd to Friday, from 9:00 am to 12:30 pm and from 14:00 to 17:30, or by registered mail, issued until the deadline set for submission of applications.
3.1.2. Applications sent by email will not be accepted.
3.2. Form of applications:
3.2.1. Interested parties shall apply for admission to the competition by applying for a full name, affiliation, number and expiry date of the legally accepted identification document, date of birth (documentary evidence required), naturalness, occupation, residence or contact address, email address, telephone contact and a declaration stating that all documents (and elements listed in them) comprising the application are true must also be enclosed.
3.2.2. The candidate who prefers to submit the application in digital media, in PDF format, not editable, must organize the different pieces as autonomous files, duly identified, and submit that application through their access and registration on the electronic platform available for this purpose on the website of the University of Beira Interior in https:// www. academicos.ubi.pt/Pagina/recrutamento, selecting the competition to which it intends to apply.
3.2.2.1. The application for admission to the contest, to be delivered in non- editable PDF format, must be digitally signed through the Citizen Card or Digital Mobile Key, instructed with all documents set out in paragraph 3.3.1.
3.2.3. The candidate who prefers to submit the application on paper must submit the application for admission to the competition, the form of which is made available for this purpose on the website of the University of Beira Interior in https:// www. academicos.ubi.pt/Pagina/recrutamento, accompanied by a digital media (pendrive), containing a copy of all application instruction documents set out in paragraph 3.3.1.
3.3. Application instruction:
3.3.1. The application must be instructed with the following documents:
a) Certificate or diploma proving the title of the degree of doctor in the field of Architecture, and the date of obtaining the degree of doctor required for the competition and, in the applicable cases, document proving the recognition in Portugal of the ownership of that degree, title or certificate conferred by a foreign higher education institution;
b) A copy of the candidate´s curriculum Vitae, duly structured according to the criteria and parameters set out in paragraph 7.5. the Notice of opening of the competition, under penalty of exclusion;
b.1) Document with an indication of the five works carried out that the candidate considers most relevant, as well as a brief justification description of their relevance, in particular with regard to the contribution to the disciplinary area in which the competition is opened;
c) Copy of all the works mentioned in the Curriculum Vitae;
d) Copy of the Report on its scientific and pedagogical performance and other activities relevant to the mission of the University of Beira Interior;
e) Criminal record certificate, proof that he is not inhibited from the performance of public functions or prevented from performing the duties to which he is applying.
f) A self-declaration by the candidate stating to have the physical strength and psychological profile to perform the essential job functions that he/she is applying for;
g) Proof of mandatory vaccination (anti-tetanus), and
h) Declaration indicating the applicant's e-mail address to which communications and or notifications under the concursal procedure may take place.
3.3.2. The submission of documents proving ownership of the general requirements for the provision of the provisions in public functions referred to in points (e), f) and (g) of paragraph 3.3.1. is not required, the applicant's declaration, under commitment of honour, in the application itself or in a separate document, of the precise situation in which it is in relation to the content of each.
3.3.3. Statements relating to the elements of points (e), (f) and (g) of point 3.3.1. delivered in PDF format, not editable, must be digitally signed through the Citizen Card or Digital Mobile Key, if the respective option of declaration of honor in the application is not indicated.
3.3.4. The documents referred to in point 3.3.1. may be written in Portuguese or English, the documents mentioned in paragraph 3.3.1. (c) delivered in the original writing language.
3.3.5. The instructions, the application template, and the support files for submitting the application are available on the Internet at: https:// www. academicos.ubi.pt/Pagina/recrutamento.
3.3.6. The submission of applications and documents which do not comply explicitly and fully in the form and content of the requirements set out in the whole of paragraph 3., failure to comply with the deadline for applying, the failure to submit or submit it outside the time limit of any of the documents referred to in paragraph 3.3.1 of paragraph 3.3.1 of mandatory delivery, determine the exclusion of the application.
3.3.7. Where necessary, the jury requests the candidate's additional documentation related to the curriculum vitae presented, in the following terms:
(a) the documentation referred to is not intended for the presentation of elements not referenced in the curriculum vitae, nor for the combination of missing documents required in the notice, and
(b) all competitors are made aware that additional documentation has been requested.
4. Competition jury
4.1. Composition of the jury:
4.1.1. In accordance with Article 46 of the ECDU and Article 6(2) of the Regulation, the competition jury has the following composition:
President - Vice-Rector of the University of Beira Interior, Joaquim Mateus Paulo Serra, by delegation of the Rector.
Members:
Maria Teresa Leitão Brocardo, full professor, University Nova de Lisboa;
Paulo José Tente da Rocha Santos Osório, full professor, University of Beira Interior;
Rogélio José Ponce de León Romeo, associate professor, University of Porto;
Xaquín Núñez Sabarís, associate professor, University of Minho;
Maria do Céu Brás da Fonseca, associate professor, University of Évora.
4.2. Rules of operation of the jury:
4.2.1. The competition jury shall operate in accordance with Articles 50 and 51 of the ECDU and in this notice.
4.2.2. It is the competence of the jury to practice, inter alia, the following acts:
a) Deliberate and substantiate, in writing, on candidates approved or not approved on absolute merit,
b) Carry out the curriculum evaluation,
(c) sort and select candidates, and
(d) promote public hearings and hearings of interested parties.
4.2.3. To comply with the procedures stipulated to perform the acts referred to in point 4.2.2., the jury may hold one or more meetings, respecting the following:
(a) Each meeting may take place only when at least two thirds of its members are present and when the majority of the vowels present are external;
(b) Each meeting may take place in a physically face-to-face mode, in videoconference or teleconference mode, or in mixed mode.
4.2.4. The deliberations shall be taken by reasoned roll-call vote, by an absolute majority of the votes of the members of the jury present at the meeting and when the majority of the members present are external, and abstentions are not allowed.
4.2.5. Minutes shall be drawn up from the meetings of the jury, which contain a summary of what has occurred therein, as well as the votes cast by each of the members and their reasons and shall be provided to the candidates whenever requested.
4.2.6. In the circumstances in which a tie occurs, the president of the jury intervenes with the aim of drawing.
5. Decision on admission of applications:
5.1. After the deadline for submitting applications, the Rector will express an order for admission or non-admission of the same to the competition, which will be based on the completion or failure to fill out, by the candidates, the conditions set out in paragraphs 2 and 3 of the Notice.
5.2. Non-admission and the corresponding exclusion shall be notified to the applicant to the postal or electronic address referred to in his application, for the purposes of making, in the written form and within ten working days of receipt of the notification, of the hearing of the interested parties, in accordance with and for the purposes provided for in Article 121 et. following of the Code of Administrative Procedure.
5.3. After the hearing of the persons concerned, the Rector rightly classifies the allegations offered and approves the final list of candidates admitted and excluded.
6. Appreciation of Absolute Merit:
6..1 Applications admitted in accordance with point 5. they are assessed on absolute merit by justified roll-call voting, where abstentions are not allowed.
6.2. Absolute merit is assessed based on the fulfillment of the following requirement by the candidate:
a) 5 articles, books or chapters published in the last 5 years.
6.3. Absolute merit is expressed by the formulas of "approved" or "not approved".
6.4. The candidate who obtains a favorable vote of at least half plus one of the members of the jury present shall be considered approved on absolute merit.
6.5. The vote unfavorable to approval on absolute merit must be based on the candidate's failure to fulfill the requirements mentioned in point 6.2.
6.6. In the event of non-approval on absolute merit, the jury shall hold a preliminary hearing on candidates not approved for the purpose of holding a hearing of the persons concerned, in accordance with and for the purposes provided for in Article 121 et.
6.7. After the hearing of the persons concerned, the jury at a subsequent meeting substantiates the allegations offered and approves the definitive list of successful and non-approved candidates on absolute merit.
6.8. Public hearings:
6.8.1. If it deems it necessary, the jury shall decide on the need to promote public hearings, to clarify elements of the application, in equal circumstances for all candidates.
6.8.2. The jury shall fix the timing and duration of public hearings according to the number of candidates.
6.8.3. The decision on the holding, date and place of public hearings shall be notified to candidates at least five working days in advance.
6.8.4. The jury may request candidates to provide additional documentation related to the curriculum presented.
7. Selection Method and Evaluation Criteria and Parameters:
7.1. This call for tenders is intended to ascertain the candidate's capacity and performance in the different aspects which, in accordance with Article 4 of the ECDU, are part of all the tasks to be performed if, following the call for tenders, he is to be hired. In these terms, it is generally the following for the university professor:
(a)carry out scientific research, cultural creation or technological development activities;
b) Provide the teaching service distributed to it and accompany and guide students;
c)Participate in university extension tasks, scientific dissemination and economic and social valorization of knowledge;
(d)participate in the management of the respective university institution, and
e) Participate in other tasks distributed by the competent management bodies and which are included in the scope of the university teaching activity.
7.2. The selection method adopted is that of the curricular evaluation, through which it is intended to assess the performance and capacity to perform the functions associated with the category and the disciplinary area to which the competition relates, meaning that the selection must be determined by the scientific and pedagogical potential of the different candidates, evidenced in the concrete achievements expressed in the procedural documents submitted to the competition, to demonstrate the adequacy of the candidate's profile to the real needs related to the reinforcement of the map of teaching staff that justified the opening of the vacancy put to tender.
7.3. In the curriculum assessment, bearing in the sole account of the general functions assigned to the university professor in Article 4 and the specific functions laid down in Article 5 of the ECDU, the weighting of the evaluation criteria and the parameters to be assessed shall be quantified in accordance with the best and most demanding current practices in Portuguese and European universities, focusing on the reasoned assessment of the jury in the following:
a) Scientific performance of the candidate,
b) Pedagogical performance of the candidate,
c) Other relevant activities to the university's mission, which have been developed by the applicant, and
d) Report on scientific, pedagogical and other relevant activities to the mission of the University.
7.4. The evaluation criteria set out in points (a) to (d) of point 7.3. are counted with the following weighting percentages:
a) Scientific Performance (DC): 50%
b) Pedagogical Performance (SD): 35%
c) Other relevant activities to the mission of the University (OAR): 15%
(d) Scientific, pedagogical, and other relevant performance report - Consideration to be considered in criteria a), b) and c).
The Report shall contain the candidate's analysis of the works and elements of the curriculum vitae which it considers most relevant in terms of scientific performance, pedagogical capacity, and other activities relevant to the university's mission, in particular with regard to its contribution to the development and scientific development of the disciplinary area in which the competition is opened.
7.5. Evaluation parameters:
7.5.1. The Scientific Performance (DC) assessment includes the fields of scientific research, cultural creation or technological development and is composed of the following evaluation parameters and their densification factors:
DC1 - Scientific production (PC): patents, books, book chapters, articles in scientific journals indexed to the ISI Web of Knowledge database, articles in scientific journals indexed to the SCOPUS database, other scientific articles indexed to international scientific databases, in minutes of international conferences, considering their nature, the impact factor and the number of citations and approval in aggregation tests.
DC2 - Participation in scientific projects (PPC): participation, in particular, but not limited, by coordination, in scientific projects, subject to competition on a competitive basis, taking into account the quality and quantity of scientific projects in which the applicant intervenes or intervenes, or the classification attributed by the funding entity and the amounts of funding or other advantages attributed to the institution.
DC3 - Recognition by the Scientific Community (CCR): awards of scientific merit, editorial activities in scientific journals, participation in bodies of reviewers of scientific journals, coordination and, or participation in committees of scientific events program, evaluation activities in scientific projects, holding lectures invited in scientific meetings, references made by other authors to the scientific production of the candidate and, or the prestige of the programme and the doctoral (and post-doctoral institution, if applicable).
DC4 - Report of scientific, pedagogical and other relevant activities (REL).
7.5.2. The evaluation of Pedagogical Performance (PD) is composed of the following evaluation parameters and their densification factors:
DP1 - Teaching activity (AE): number of curricular units that the teacher coordinated and, or taught, number of hours taught, diversity of the subjects taught, number of students and analysis of their pedagogical practice.
DP2 - Production of pedagogical material (PMP): textbooks with ISBN and other texts of pedagogical scope, taking into account their impact on the national and international community.
DP3 - Innovation and valorization, relevant, for the teaching activity (IVAE): capacity demonstrated by the teacher in the promotion of new pedagogical initiatives, through proposals for new curricular units or reformulation of existing ones, duly approved; creation or restructuring of groups of curricular units or study plans, and participation in pedagogical training actions.
DP4 - Monitoring and orientation of students (AOE): monitoring and guidance of students in master's and, or phD, taking into account quality, especially distinguishing the awarded works and international recognition, through the publication of articles in international journals with evaluation by their peers indexed in international bases and participation in public evidence juries of other higher education institutions.
DP5 - Participation in pedagogical projects in other institutions (PPP): relevant work carried out in academia, in the disciplinary area in competition, at the invitation of other higher education institutions.
DP6 - Report on scientific, pedagogical and other relevant activities (REL).
7.5.3. The evaluation of Other Activities Relevant to the Mission of the University (OAR) is composed of the following evaluation parameters and their densification factors:
OAR1 - University Management (GU): positions in agencies in higher education institutions and in their organic units; positions in organic subunits of higher education institutions and coordination of study cycles; and temporary positions and tasks in which the candidate has participated, assigned by the competent management bodies, taking into account its nature, the universe of operation and the period of exercise, namely the integration into competition juries and the assessment of reports arising from the ECDU and its evaluation.
OAR2 - Knowledge and Technology Transfer (TCT): authorship and co-authorship of patents transferred to the business environment, taking into account their nature, territorial scope and technological level; participation in activities involving the public and private sectors, taking into account the type of participation, funding amounts, social impact, technological intensity and innovation and diversity; participation and, or coordination of scientific and technological dissemination initiatives with the scientific community (through the organization of congresses, lectures, conferences), the media, companies and the rest of the public, taking into account their nature and the results achieved; publications of scientific, cultural or technological dissemination, authorship or co-authorship; participation in the development of technical standards, taking into account the territorial scope, and professional training actions directed to the public and, or private sector, taking into account the relevance of the course.
OA3 - Scientific, pedagogical and other relevant performance report (REL).
7.6. The measurement of the weighting associated with the evaluation parameters is presented in the following table:

8. Evaluation:
8.1. Once the successful candidates approved on absolute merit have been definitively identified, each member of the jury shall be ordered on relative merit, by assessing the respective merits for each of the criteria and evaluation parameters contained in this notice and shall evaluate and final lysing the candidates as follows:
(a) classification of candidates in each evaluation criterion taking into account the specific evaluation parameters of that criterion, duly justified;
b) final classification of candidates by combining the classification with the weighting assigned to each criterion;
(c) the preparation of an orderly list of candidates, in which ex-aequo classifications are not allowed, on the basis of which it participates in the individual and justified voting leading to the final ordination of the candidates;
8.2. In the preparation of the orderly list of candidates, in the case of tie situations, the following preferential parameters shall be used:
a) better score of candidates in the Criterion of Scientific Performance.
8.3. In the ordination list drawn up by each of the members of the jury, the final classification of each candidate shall be expressed on the numerical scale from 0 to 100.
9. Serialization:
9.1. In the serialization of the candidates for the competition, each member of the jury places the candidates in descending order of the scores obtained.
9.2. The jury's decision shall be taken by a simple majority, i.e. half plus one of the votes of the members of the jury present at the meeting.
9.3. Before voting begins, each member of the jury present a written document, which shall be annexed to the minutes, with the order of the candidates duly substantiated, considering the evaluation criteria identified in Point 7.4. of the Notice.
9.4. In the various votes, each member of the jury shall comply with the order which he has presented in the written document referred to above.
9.5. The following is observed in the votes:
(a) the first vote is intended to determine the candidate placed first by counting the number of votes each candidate has obtained for 1st place;
(b) if a candidate obtains an absolute majority of the votes for 1st place, wins the contest and is removed from the ballot, starting the procedure for choosing the candidate who will occupy the 2nd place;
(c) if no candidate obtains an absolute majority of the votes for 1st place, a new ballot begins, only among the candidates who obtained votes for 1st place, after the least voted candidate for that seat has been withdrawn in the previous vote;
(d) if there is a tie between two or more candidates in the least voted position, a tie-breaker shall be held only between them, counting the number of first relative positions of each, the least voted;
(e) where the tie remains between two or more candidates in the least voted position, but the number of candidates tied in the least voted position has been reduced compared to the previous round of voting, a new tie-breaker shall be held only between the candidates tied in the least voted position, counting the number of first relative positions of each, being removed the least voted;
(f) where the tie remains between two or more candidates in the least voted position, without the reduced number of candidates tied in the least voted position, compared to the previous round of voting, the tie-breaker shall be made by the quality vote of the President of the jury or by the exercise of the tie-breaker vote, as the case may be, being chosen to join the subsequent vote for the same seat the candidate voted by the President;
g) If there is a tie when there are only two candidates left for the 1st place, the tiebreaker is made by the quality vote of the President of the jury or by the exercise of the tiebreaker vote, as the case may be, and
(h) The candidate for 1st place has been chosen, he leaves the polls and the procedure of choice for the candidate to be put in 2nd place is started, repeating the procedure referred to in the preceding paragraphs for subsequent posts until a single orderly list of all candidates is obtained.
10. Final ordering:
10.1. The final ordering of candidates is the result of the seriality criteria contained in the preceding paragraph.
10.2. The list of final orders of candidates is unitary and will be posted in the department of the corresponding disciplinary area and in the Rectory (Sector of 3rd Cycle, Teachers' Competitions and Academic Acts).
10.3. The final order list of candidates shall be notified to the persons concerned for the purpose of holding a hearing of the persons concerned, in accordance with Article 121 et following of the Code of Administrative Procedure, for writing and within a period of not less than ten working days, to give their opinion, willingly.
10.4. The notification includes the final classification list and the jury's reasoning, also indicating the time and place where the case can be consulted.
10.5. After the hearing of interested parties, the jury shall assess, within ten working days, the questions raised and approve the list of final orders of the candidates, to be submitted for approval.
11. Recruitment:
11.1 After approval of the unit list of final ordination of candidates and their notification to them, recruitment shall operate in accordance with the terms provided for in the University Teaching Career Statute.
11.2. The candidate placed in place of the unitary list of final ordination enabling the job to occupy the post shall, in accordance with the provisions of the Administrative Procedure Code, within an end of ten working days, counted from the date on which he is notified of the approval of the unit list of ordination of candidates, make the delivery at the University of Beira Interior, as is apparent from the declaration under commitment of honor, the documents proving that it meets the conditions legally necessary for the constitution with the University of Beira Interior of a legal relationship of public employment for an indefinite period.
11.3. Candidates who, although approved and ordered on the final order list, are in the following situations may not be recruited:
(a) refuse recruitment.
(b) submit inadequate, false or invalid documents which do not prove the conditions necessary for the establishment of the legal relationship of public employment;
(c) submit the required documents outside the prescribed period, and
d) Do not attend the award of the contract or acceptance, within the legal period, for reasons attributable to them.
11.3.1. Candidates who are in the situations referred to in the preceding paragraph shall be removed from the final ordination list.
12. Exclusion:
12.1. The following are considered excluded from the competition:
(a) candidates who, even if approved and ordered in the unitary list of final ordination of the competition instead of the office of the contract, do not present the documents proving that they meet the conditions legally necessary for the constitution of a legal relationship of public employment indefinitely with the University of Beira Interior, unjustifiably undeliverable within the prescribed period or, having submitted them, the documents delivered prove to be inadequate, false or invalid.
b) candidates for whom there is a lack of academic integrity at any time in the competition, determining this fact the exclusion of the application.
12.2. If a candidate is excluded, by order of the Rector of the University of Beira Interior, based on the reasons referred to in the preceding paragraph, the candidate who immediately succeeds in the unit list of final ordination will be requested to deliver documents proving that he meets the conditions legally necessary for the constitution of a legal relationship of public employment indefinitely with the University of Beira Interior.
12.3. The hearing of interested parties shall be held in accordance with Article 121 et following the Code of Administrative Procedure for candidates who may be excluded to rule within ten working days in writing as to their exclusion.
13. Contracting and binding regime:
13.1. The candidate provided at the job at the competition is hired indefinitely for a trial period of five years.
13.2. The evaluation of the trial period, when applicable, is made in accordance with the Rules of Competition and Contracting of the Academic Career.
14. Forum:
14.1. To resolve any disputes arising from this Notice, the Administrative and Fiscal Court of the District of Castelo Branco, to the exclusion of any other, has jurisdiction.
